Impact on Utilities and other Commercial Companies

The American Recovery and Reinvestment Act (ARRA) of 2009 provides companies with access to a vast pool of funds to stimulate investment in and expansion of broadband telecommunications in rural, un-served, and underserved areas. Each of these ARRA programs specify the eligibility requirements, usage rules, and management of awarded funds to oversee their proper distribution.   

 

Broadband
The Department of Commerce’s National Telecommunications Information Administration (NTIA) is administering $4.7 billion and the Department of Agriculture’s Rural Utilities Services (RUS) is administering $2.5 billion in ARRA funding. In this first round of applications, $4 billion is available: $2.4 billion for the RUS Broadband Initiatives Program (BIP) and $1.6 billion for the NTIA Broadband Technology Opportunities Program (BTOP). There are two rounds still to come.
